Give all agents a utility function.
Agents' utility depends on which servers service it. Usually, more is better.
Service agents' utility depends on which service they provide. Usually, doing nothing is better.
global utility
is the sum of all the individual utilities.
In
individual hill-climbing
agent tries to get more servers while service agents try to do nothing. It leads to chaotic behavior.
We can implement a
bidding protocol
where agents try to maximize global utility, as they perceive it.
